Canada records massive decline in international student arrivals

Canada has significantly cut the number of new international students, according to a new report from the federal government.
Immigration, Refugees and Citizenship Canada (IRCC) released new data for September 2025, including an update to its international students and temporary worker numbers.
Broken down, Canada saw 60 per cent fewer new international students arrive between January and September 2025 compared to the same period last year.
According to the IRCC, that's a drop of about 17,500 international students compared to September 2024.
As part of the Liberal government's 2025 federal budget, Canada also pledged to cut permits for international students in half.
